[Idea] Eve Exchange (more user friendly Q&A forum)

I would like to see an Eve Exchange on http://stackexchange.com/ . Or a stackexchange solution inside this forum.

What is stackexchange?
I guess every developer (wether C++, PHP or any other language) knows www.stackoverflow.com. It's the best question/answer website in internet for developer questions.

Typical flow in StackExchange is:
* you post a question
* others answer to your question
* other vote up/down questions and answers
* you mark the right answer as accepted
* you can comment a question or answer to get more information to make the question more clear or improve the answer

Main target for StackExchange is to find the BEST question and the BEST answer to this question.

What is the difference between a discussion forum and a Q&A forum?
I do not know how much content in this discussion forum are really discussions or how many are just questions of people that are new to this game and can not find a good solution via google/forum search.

But like described above in a SE-Forum you find much easier the best answer to your question. And the community marks with easy up/down votes the quality and 'correctness' of the answer.

I do not think that I need to explain all the benefits of a stackexchange forum compared to a pure discussion forum. If so - write it please and I'll edit this feature request as well.

Why do I want such Q/A forum for eve?
I play this game for 3 years now and I've still open questions where it is really hard to get the informations together. Especially when I want find an answer in this forum.

I think a real noob will have much more problems to get in Eve as long as it is that hard to get more (good) informations. Even if they ask something they get in many cases not a good answer, because the first 'answers' are something like "first" and "why don't you google?" followed by questions about some extra informations, because the initial question was not clear enough until in posting 12 or 13 someone can finally give something like a good answer.

And now there is another noob - same question - maybe he uses google or forum search - but he'll have much problems to find the right answer. First of all he has to read all the non relevant stuff posted between the origin question and the answer - in my example approx 11 other postings. And then he still do not know if it is correct or if there is a better answer. And how should he know what a better answer is if nobody upvotes the correct answer or marks it as accepted answer?

Of course - you can upvote postings in this forum, but wether the style nor any points encourage the community to use these tools.

Conclusion:
If we want an up to date forum where you find answers to your questions, there is no way around such stackexchange solution. I'm a developer by myself and work on such a solution for a very large company and since I've so many deep insights into concept and benefits, I would love to see/share it within eve too!
