Add reinforcement timers to FW complexes

If you play in FW, you know of the trouble timezones cause. While you're asleep, some numbskull form halfway across the world goes and plexes down your system. You wake up, log in, and have to spend hours orbiting around buttons for less income than the invader did (defensive plexing) just so you can be sure you will still be able to dock in your home system come the next day. Timezone warfare is no fun, and we got the best possible solution for that years ago with POSes, so why not improve FW by doing the same thing?

When a FW complex is "captured", the attacker gets a small amount of the bounty (10%?) and the plex locks itself. A 12 hour timer starts. When it runs out, there is a 30 minute time window in which the capturing can be completed, or it automatically reverts itself. The 12 hour timer can be increased to 24 hours by spending strontium, and up to 36 hours if you pre-emptively spend a small amount of LP on it, as well.

End timezone games, promote big consequence war with big battles.

Adding reinforcement timers creates windows of time where there is a call of multiple players of different sides of a conflict to the same spot in space. It promotes PvP, just like POCO-bashing does.

POCO/POS bashing promotes PvP because resources have been spent and/or earned from the structure. Also the game is helpful enough to tattle that someone is shooting your stuff.

I do agree with a reinforcement timer, as I have mentioned to you in private. I do not, however, agree that it should be set for hours. Several minutes to an hour would be more than enough. The point being that up until the button is reinforced, and in the minutes after it comes out, someone must be in the plex either applying DPS or logi to the structure. That time will be your window for PvP. If someone wants to capture or defend that plex, they must remain exposed to do so.

Extending all reinforcement timers would be better suited as a function of system upgrades due to paying LP and/or materiel into the ihub. Especially since FW system upgrades will be receiving a stealth nerf/mechanics change in the upcoming release due to the removal of slot-based station industry in favor of cost based.
