Make lighting in Minnie CQ more red

The lighting in Minnie CQ is too bright and doesn't match the racial color scheme like the other races' CQs.

Needs to be red like a state of emergency.

Because CCP has nothing better to do then play with CQ lightning in minmatar stations.
