With the changes to the reprocessing and compression yields, it may be that compressed ore will be the form that minerals are hauled in come the next expansion. Please give the Rorqual a 750,000 M3 ore bay. It will therefore be able to compete with the Jump Freighters for the role of hauling compressed ore back and forth between high sec and null sec, with the advantage of moving freighter levels of ore and reducing transportation costs significantly, while being limited to low sec. Therefore in order to use the Rorqual's superior hauling volume, players will have to bring freighter loads of compressed ore into low sec for hauling into null, or mine in low sec. Making the Rorqual into a superior material hauler that can only travel in null and low sec will on the one hand open additional opportunities for players who do not have the skills or cash for a jump freighter and invigorate player activity in low sec.

With the compression arrays, the Rorqual will take a hit to its value in terms of compression. One way to help the ship will be to make it a superior hauler.

Just an idea.

Reprocessing dev blog. The important quote is "Also, we do know the Rorqual needs more love to be a more viable ship, and that is being looked into, but chances are this won’t make it in EVE’s summer expansion."---CCP Ytterbium.

So basically, hold tight as help is on the way soon™.

Also, I don't think this change would make the Rorqual a good hauler because, as you recognized, the Rorqual is a capital ship and thus cannot enter into highsec. You said this would require extra logistics from a low sec base in order to move minerals into highsec and your right. But I'm not convinced that the savings in fuel costs would be worth all the hassle and increased risk.
