I was going to be snarky and demonstrate the ease of Googling "EVE Online Moon Mining".....................

...........but indeed, not even the Wiki for Moon Mining clarifies what system security levels are relevant and not.

Sad.

The higher end stuff is found in more dangerous space.
anyone is free to go there.
without pilots in low /null/wh there would be no T2 or T3 ships/modules.
If you want to get in on this action then go make it happen.
no one is stopping you from trying and only your social, diplomatic, leadship, tactical and strategic skills will determine how well you achieve these goals.
or you could just moan on the forums and hope it is all given to your in perceived safety forgetting that any moon of value in high sec will be taken in war decs anyway and the crying would be all the louder.

You could look for the requirement to anchor a Moon Harvesting Array: "Restricted To Security Level Less Than 0.4"

The nullies will always get the good stuff: doing anything in blue space is always safer than even high sec. It's how the game was designed.

Ah. Thanks. That is indeed under the "Security Issues" section.

I think the point of the op was that why are there moon minerals on high sec moons.

Maybe there should be S&I missions that grant hi-sec folks moon mining rights...You get a pass for a week of mining for each mission completed. Those missions would also be S&I related.

When the EVE galaxy was "created", how could certain moons possibly know in advance they would end up being in high sec ??

It's just reflecting realism.

Also, easier to just program it that way, then add restrictions based on security later.

Besides, consider they might make them available at a later date.
