CCP combat fleet incursions and rules of engagement

Can I get 1v1 fight against a dev? No loot nescessary, just having deadlines @ uni doesn't allow longer participations or move like 30-40 jumps from where I am.

Will be flying cane in case you accept the challenge.

Has this kicked-off yet?
I waited all-day yesterday, and most-of last night.
Gotta work today, hopefully there will be some fun to be had after I get-off work!
Hopefully they move-around a lot. Would be a shame if they got stuck in one system, and nobody could get to them.
