CCP, is Heavy Water being affected by the winter release?

I started a thread in market discussions, and am getting some troubling responses.

One is from a Goon, so can't trust that at all.
But given the massive spike in Heavy Water, I am wondering if there is something going on that I missed.

longer version?
POS fuel is going to have another step in the production change from dropping in all the individual bits and bobs to using said bits and bobs to make fuel "pellets" these pellets will then be dropped into your POS to keep it alive instead.

pros:
less hassle fuel balancing, working out your LO/HW usage etc
less screwing around with onlining / offlining things to keep your fuel costs lower

cons:
increased fuel price (adding another step to the production will always raise the price)
no more only using half the CPU/PG so half the HW/LO usage - the POS runs as if it's at full whack all the time increasing fuel usage (heavy water and liquid ozone at least)

all in all i think it's a positive change, although i do wish they'd left HW/LO out of the pellets and just made them racial depending on isotope, POS forced to run at 100% capacity will hit the smaller POS owners hardest, and it's removing a fairly useful logistics feature imo.
