Secure container expiration timer near a starbase forcefield

This may not be an "new player" question, but

This article states that there is an exception to the expiration timer for junk near a starbase forcefield, though the link to the related dev blog is ancient and broken. Is this still current? If I anchor a can outside a starbase forcefield will it stay there forever?

Yes. There is a distance requirement, I want to say within 50k from the tower, but I'm not sure. If you anchor it within the forcefield, it will definitely stay forever.

I don't think you can anchor inside the forcefield anymore.

Fozzie is saying the new structures will follow the rules of cans.

I'm wondering if I'll be able to stick a depot outside a forcefield and have it stay there for refitting, ie, no more need for a maintenance array if you're willing to pop your head outside the bubble.

So I'm trying to figure out exactly how cans work before I go and start buying these things in two weeks.
