We need a module which will Jam communications.

When activated, their in game voice chat will stop working, they will not be able to send or receive messages in eve mail, or be able to chat in any of the screens, or in local.

It will also remove them from any fleet they are part of, while active.

Yes.. because nobody uses 3rd party software to communicate..

Altho the forcing someone to leave a fleet sounds OP..

On topic: No, that's far too OP and could be abused so much but as said above people use TS\Mumble\Ventrilo\etc. so you can't sever communications.

Not sure why you want this change, what it addresses or why you haven't listed the advantages and drawbacks.
