WTB Vargur , Golem or Mach mission runner pilot (decent defensive and gunnery/missile operation skills)

Im looking for a toon soely skilled in minmatar race with minmatar guns .. so minmatar ships up to vargur ..
my wallet is limited so I'm looking for a toon with least sp.. but meets the criteria I've typed above .

or / if Golem and skills that go with it.
