Criminal pods around The Forge?

Last night I was flying around The Forge and noticed an abnormal amount of criminal pods at gates that appear to jump in and out of the gate constantly. What were they doing and is this relevant to the Caldari Ice Interdiction?

They have probably just euthanized a mining ship and are heading back to their stockpile of catalysts (which might be in a different system to where the euthanization occurred)
