Variable system security status

I would love to see CCP make the security status of a system variable either entirely, or perhaps only a +/- 0.1, depending on things like:
- how many times concord had to step in
- how many bounties are collected
- how many market transactions took place
- how many sleepers are killed
- activity level/people in local
- influenced by neighbouring systems
- etc

I don't think I can oversee all the implications on all areas of the game, so I'm not going to try. I trust people to post their feedback here whether something like this would add good game play.

As interesting as it is I don't see any possible way to make this manageable. Someone big would figure out all the variables and do whatever it takes to eliminate high sec, probably starting with Jita.

What do you mean it breaks against argument of emergent gameplay? All sorts of emergent game play would emerge if system security could be changed. Would be great.

Starting with Jita? Good. Change brings opportunity.

If it were balanced right it would not be possible to remove high sec entirely. Make the 'cost' if change weighted according to the desired proportion of high vs low vs null systems to prevent any enormous shift.
