Which char is better for lvl 4 PvE?

I'm a returning player and I am transitioning into a more solo, PvE, isk making character.
I have 2 characters which I played along time ago and my question is:

Which character has a better 'jumping off' point skill wise?

Char1:
Electronics Upgrades 5
Gunnery 5
Small hybrid turret 5
Missile Lancer op 5
Caldari Frig 5

Caldari, currently in a T1-2 drake
3.5mil sp- mostly in Gunnery, Missiles, and Spaceship command



Char 2:
Drones 5
Scout Drone op 5
Industry 5
mining 5
refining 5
astrogelogy 5
mining barge 5

currently in a mining barge with 5 mil sp
mostly in industry, and spaceship command.

I've estimated that for char 1 to get into a decent Raven would be 45 days plus
For char 2 to get into a good Dom would be ??? days.

also in regards to char 1: Should i use a Raven if I already have gunnery 5? or something else?

Character 1 for doing security missions.

Character 2 for doing mining missions or just mining.

Chribba for everything else.

3.5mil SP + 45 days "to get in a decent raven" = pretty wreck + tears.

In general, you make the most money by doing the money-making thing more. Therefore, the one which is funnest will tend to be done more often and consistently, yielding more ISK in the end!
Kinda like choosing a diet or workout regimen: The best one is the one that you actually do.

Char 1

Having flown Minmatar for years I recently switched to the Raven with cruise missiles and it is awesome.

Technically, whatever toon you like, with the few SP you have, it makes little difference which one you chose, you'll need to train the core and fitting skills no matter what if you want to fly a battleship and handle L4 missions (not that they're terribly hard, but...).

A battleship is very different from a battlecruiser, if you stick to the prerequisite skills to be able to board it, you will very likely end up in an awkward situation. You need to have good enough fitting skills to give it a proper tank, fit the weapons, operate drones and so on.

At the SP levels of your toons, any of them can hop into a raven if you focus the training towards that ship, even through cross-training the time difference to get there will be virtually meaningless, to be comfortable into a Raven that is.

This is actually a situation where the certificates can be helpful - in the Raven's case, the Active Shield Tanking certificates for defense, and the Battleship Launcher Control certificates for offense. But I'd recommend getting your defensive skills to one certificate level above the recommendations - take Active Shield Tanking to the Improved level if you're going to fly a Raven. Experts will often say that you should focus more on gank than tank, but that's once you're really comfortable flying that ship class in that combat environment, and while overtanking at the expense of firepower makes for less profit per block of time, it's still more profitable than having to replace a mission-running battleship because you caught too much aggro at the wrong time.
