Understanding Crimewatch -- can Suspect be podded without consequence in highsec?

If I'm understanding this chart correctly, regarding high-sec actions:

"Targeted offensive module against legal player target" will result in a Weapons Timer and PVP Logoff Timer, but no other suspect/criminal status or security standing hit?

Followup:
Can a suspect/criminal timer elapse during a fight? If so, wouldn't this result in someone getting concordokkened for attacking a suspect?

When you attack a suspect an L.E.(limited engagement) is created between the suspect and you, so even if the 15 min suspect timer expires they are still attackable to you. This includes their pod.

If you aggress someone with your guns or EWAR (like scrams, webs, jams), you get a Weapons timer. This means you can't dock, eject, jump through a gate, etc. This is constantly renewed with each new act of aggression.

If you aggress or are aggressed you get a PvP timer. This prevents your ship from despawning when you log off. This is constantly renewed with each new act of aggression to/from you (even if you are logged off).

If you attack a suspect or criminal, you gain a Limited Engagement timer with that suspect, that allows them to legally shoot back at you! This is renewed with each new act of aggression to/from you.

If you assist a friend (Remote sensor boost them, remote repair them, remote energy transfer them), you inherit all the flags they have. If your friend is attacking someone who cannot legally attack you, you get a suspect flag so everyone can attack you too.

To answer your questions, attacking a suspect or criminal or war target (all legal targets), you will not take a sec hit, and you will not gain a criminal/suspect timer.

A suspect/criminal timer CAN elapse during a fight. However, if you shot them prior to the the criminal/suspect timer elapsing, you will gain a Limited engagement timer with them. The LE timer allows you to continue shooting them legally (and of course, they can legally shoot you as long as the LE timer is active).
