What's up with 0.0 belt spawns?

Hi!

I went to an npc nullsec system today for some ratting, and i have to say it's weird.

I used to rat often before, and there were no problems at all, but now the spawns looks messed up.


I'm talking about an npc (home region) 0.0 system with 18 belts (a bit much, but it's a calm system).

NPC spawns simply not appearing, i go trough all the belts twice (which takes time), and there are no spawns, or if there are, there are only spawns in like 2 belts from 18 (and it's RARE).

As far as i know, there should be a minimum spawn number for each system, and a maximum also. Am i right with this??

So what's up with the spawns? Anyone else experienced similar issues?

Thought it was constellation based? What are the neighbouring systems like?

I don't think it is constellation based, but ofc faction/officer spawns are maximized in each constellation/region, but not the simple spawns, as far as i know.

The systems around are calm too, so i don't know what's the matter.

Now after DT, the spawns are fine... so far

Now it's happening again, i went trough the 18 belts, there was only 1 normal spawn, with 3 cruisers and 3 frigates, other than that, there were 2 single frigates in 2 other belts...

Anyone experienced the same?
