Make it so jump portals generators do not activate from inside pos shields.

I know its hard to believe, especially since I got my titan in 2008, but I'm quite anti titan, and especially anti-jump bridging. Instantaneous force projection allows large entities to beat up on small ones.

Removing it may be drastic, but adding at least some risk to doing it is a nice middle ground. The fact that its entirely risk free for titans atm is bad.

The game would be made more interesting if the jump-portal was a usage of the titans own jump-drive, so at the end of the cycle, the Titan would follow through the jump.
