T2 ECM vs Meta 4, Add'l Suggestion

I think CCP should make the meta 4 drop rate on these items and the other racials even more rare and the skill requirement for t2 a lot longer. Also, make the use of non-racials less effective while maintaining the racial bonus when used properly.

Most players know t2 jams have no benefit over the meta 4 and actually use more capacitor. So, I don't get it... why CCP no fix the game? Especially since the ratio of falcon to players in fleets in Russian space is like 5:2

ECM shouldn't be a "noob choice" and at the same time be a "game changer".
