Co-op between races

Ok, some background info. basically, my friend, stupid as he is, joined the Gallente race when I said Amarr is awesome and he should become one so we could co-op (before you say anything, this Gallente character is a second one, the first is an Amarran) So now, I want to meet him in my Apocalypse on my Amarran, but since he's Gallente I can't enter his space.

So the main question.
Is there a place -ONLY HIGHER THAN 0.5 SEC- where he and I could meet without fear of being instantly shot down by PvPers or rats in Machariels.

Unless you are -5 to gallente faction or in faction warfare, you should be able to go into gallente hisec space no problem...or has that changed?

I believe that you've been seriously misinformed:

Anyone can go anywhere in highsec space without trouble unless one of the following applies:

- You are enrolled in faction warfare (Hostile navy will engage in enemy space and enemy FW players may engage anywhere)
- You have -5 or lower standings with the an empire faction (NPC faction police will engage in relevant space)
- You hve -5 or lower security status (NPC faction police and players may engage you in all highsec)

So yeah, you can go pretty much anywhere. Bear in mind though that the above circumstances will are not the only ones that will allow you to be shot, only those that lock you out of a certain area of space. You can be shot by anyone at any time even in 1.0 sec systems of your own faction.

It hasn't changed. Any character of any race can enter any of the Empire factions' spaces unless they have offended that empire sufficiantly that they have a -5 standing to the faction (and even then they can enter the space, they just get chased by the faction's police) or are in a opposing faction's FW (and that just means they get chased by that faction's navy)

The only things that race affects is the starting racial frigate and weapons skills and which part of space the person starts in (and their NPC corps)

I'm Gallente. I spent half of today in Amarr space, flying an Atron (Gallente frigate)

Fortunately the highsec sovereigns are non bias to your choice of birth. Only by pissing them off can you reduce them to -5 standing and chasing you in their space. You can see your standing to the major factions on your character page.

Essentially, when you start, you're neutral to all four Empire factions until/unless you do something that pleases one faction and/or honks another faction off. Some PVE missions will bump your standing with one faction and correspondingly erode your standing with others, but you have to really push it before that becomes an issue.

And your reputation is unaffected by the type of ship you're flying; you could fly a Minmatar Tempest to the Amarr capital world, or a Megathron to New Caldari Prime, and nobody would raise an eyebrow.

Bear in mind that your faction standing is entirely separate from your security standing; you'll find people, for example, who have +9 standing with the Caldari State, but still don't dare enter Caldari hisec because CONCORD will hunt them down.
