Lowsec change proposal - make 0.4 equal to the rest of it!

I know this has probably been said before, but still - could we please have all hisec-like restrictions removed from 0.4 systems (no moon-mining, can't assign fighters, can't anchor certain pos modules etc.).
Honestly, I don't understand what the original idea of those restrictions was since 0.4 is as 'dangerous' as any 0.1 system out there Roll, but please do remove them.
