Shield Slaves - X% Bonus to Shield HP, X% Reduction in Shield Regen?

I'm really bad at doing bonus maths, so I just wanted to ask the EFT warriors here if this would work. If shield slave implants increased the shield HP while simultaneously reducing the shield regen... would that work? Would that solve the overpowered shield regen issue for 'slaved shields'?
