Teach me how to counter those cursed warp scramble devices they are the bane of my life lol.

Fit one yourself and blow up the ship using it. You can fit warp core stabilizers if you just need to move something but even with them learn the cloaky warp trick for that situation.

It's very situational. Are you talking about scramblers being thrown at you by NPC's or other players?

For NPC's, the simple answer is: check the overview for which rat has a warp-scramble icon on its line. Once you've done that, your top priority is to find some way to make that rat die. Usually warp-scrambling rats are fairly thin-skinned.

If it's other players scrambling you, it's a little trickier, because you'll have tacklers with heavy tank, heavy gank, or both, plus coordinated fleet tactics to worry about. Warp disruptors can be countered by a single warp core stabilizer, but warp scramblers need two WCS to counter - and WCS units do horrible things to your sensors, greatly weakening your targeting speed and shrinking your targeting range.

You've got a few options, though. One possibility is to get clear of their range; scrams will shut down a microwarpdrive as well as the standard warp, but they can't reach past thirteen KM or so, and that's only if they're overheated, which they can't keep up forever. Warp disruptors can reach out to 28km overheated, but they don't affect MWD's, so you're more maneuverable. Unfortunately, tacklers will often combine their scrams or disruptors with stasis webifiers, holding your speed down to keep you in range. (And the more sophisticated may have allies providing skirmish link boosts from a Loki hidden somewhere in-system, boosting their tackle-module range.)

Option two: break the tackler's lock. Usually you won't have much luck unless you've got someone backing you up with a ship specializing in ECM or sensor damping, but many people will carry a full flight of ECM drones and deploy them specifically to try to break a tackler's lock. ECM drones are a few thousand ISK apiece, and are treated as expendable.

Option three: turn and fight. It might just be that you've got better weaponry and defenses than the other guy. Solo pirates have been known to bite off more than they can chew.

This is as good a summary as any, though I would add one.

Option four: disable the module. If they're in a smaller ship than you especially, putting some kind of capacitor drain on them can often cause them to lose sustain modules like active repairers and tackle.

EWAR can make a break a fight. When I was new and starting out I highly understimated the effectiveness of EWAR as I was a bit overwhelmed with reading all about the EVE universe trying to learn as much as I can :) I can say though that EWAR saved my life numerous times. One was in a WH when I disrupted the tackle's lock when he was scraming me. He didn't web me so I was aligned and ready to GTFO :)
This really was the deciding factor in whether I lived or died as multiple ships came in to destroy me.

One method to avoid warp disruption is to dictate the range of the engagement. This tends to require a ship faster than your opponent's, and sufficient targeting & attack range (or drones).

Dual-prop and oversized afterburner ships are also more resistant to webs and warp scramblers.

Warp core stabilizers (wstab) should never be fit to a combat ship, unless it is a bait ship.

ECM and ECM drones (less reliable, but usable on non-ECM bonused ships) can also be effective.
