Moving ship scanner from mids to highslot

The ship scanner module doesn't appear to be used very often? I've only heard of it being used in highsec, with the passive targeter, to search for ganks or occasionally on a throwaway ship to scan for fitted cynos before engaging in a combat ship

This makes the module a bit disappointing. Having pilots knowing a little about the other ships in space might make the game more interesting?

I feel the module could be improved by making it a highslot module. At the moment, midslots are too valuable to consider giving one up for a ship scanner. If it was a highslot module, it could create an interesting alternative to the energy neutraliser for utility slots

Although there'd be slightly less room for sneaky tricks, the might also be an increase in pilots engaging? This is the intent of the proposed change

There might be a concern that the mod might become too prevalent. Having everyone know all about all the other ships in space might mean less people or gangs engage. It's also possible to increase the fitting requirement or design a specific skill to accompany the scanner. Also, the mod would be competing with the neutraliser. While one might allow a pilot or gang to choose better engagements, the other gives a better chance of winning or running away

The cargo scanner might also benefit by being moved to a highslot, but the survey scanner is best as a midslot mod. Miners keep fitting it instead of tank for some reason. vOv

Then all the ships without utility highslots would not be able to field these without being laughed at. In most cases its alot easier to sacrifice a midslot vs a highslot.

Lowering the average to make you look better since 2012.

this is also true for the neut (except for the ships bonused for it)(e: i assumed you meant replacing a bonused gun), and i believe the ship balancing work that's been going on includes the consideration of utility slots vs. other features. a ship without a utility high has an extra slot somewhere else, or a drone bonus.

also, currently no combat ship can use a ship scanner in the mids without being laughed at. midslots are far, far more valuable than utility highs.

No matter what way you try to spin it, there will always be ships without utility high slots. High slots will always be more valuable than the rest in standard fits.

midslots are more valuable than utility highs. ships without utility highs have an extra slot elsewhere, or a drone bonus. this is not a difficult concept to grasp.
