WH hack/archeo sites

I went looking for hacking and archeology sites in a WH and when I found one and went to it, there were red crosses there! Are there enemies at all the WH exploration sites? I haven't seen any in the hi sec hack/archeo sites I have found. I haven't tried looking in low or null yet. Are there enemies in low and null hack sites?

There are no rats in the low and null sec data and relic sites. W space is its own thing though. The sleepers are an ever present force of badass
