Why a Burst and not a Probe?

During the Minmatar Exploration missions, we are given a Burst, which has 10% bonus to Shield Transporter boost amount and 10% reduction in Shield Transporter capacitor use. USELESS for these missions.

Why are we denied the Probe, which has 7.5% increase to scan strength of probes and 5% bonus to Codebreaker, Analyzer and Salvager cycle time?

Minmatar just get screwed like this for 'in character' reasons? That is the only explanation, unless we assume incompetence or malice... but that would be crazy, right?

Edit: Oh so we get it at the end of the mission thread? That makes sence. What?

For all 4 races, you get the exploration frigate at the end, once you've proven yourself capable of using it effectively.
