The new requirement for command ships requires all 4 warfare skills to be trained up to V, which is a time dump. However what if command ships is trained before the skill change and I am sitting in my absolution/astarte/claymore/nighthawk with only leadership 5, warfare link specialist 4, and command ships x. Is CCP going to boot me from my ship or am I simply not going to be able to undock?

"If you can fly it before, you can fly it after." (as has been explained in about 20 different threads in this forum)

The warfare skills are NOT requirements to sit in the ship (that's Command Ships 1 and [racial] Battlecruiser 5). The warfare skills are pre-reqs on the Command ships *skill* and hence are only required to inject the command ships skill.

No. The EvE skill system does not work like that.

ObNote; This has come up before, multiple times. Please use the search function next time.

Lol, this is actually the example of "If you couldn't fly it before, you might fly it after."

Not having Racial Cruisers V, Logistics IV and Heavy Assault Ships IV they are currently off limits, but with having trained BattleCruiser V and Command Ships 1 I can jump into any of them immediately after the Summer expansion release.
