Someone faked a kill mail and petitioned him, and the GM didn't do his due diligence and moved it to low sec.

On topic though , i don't kwown how things were in 2008 but don't killboard have an "api verified" funtion to confirm KMs ?

Kill mails in game used to be textual, not this new fangled graphics stuff. To fake a kill mail you just copy paste it then edit the information. Of course this only works when the fake copy pasted to a petition isn't fact checked. And I am fairly certain this mention of a gm screw up is fine since you can search for it. That ccp guy wasn't kidding about it being a scare, people were pissed off.

Killboards never entered into it that I can remember.

I don't know. When I am at work and I am not doing my job, my boss doesn't accept the fact that I am human as a valid reason.

I really don't blame the GM, nore CCP as they fixed the situation. And they likely took action against the petitioner. We will never know but it was the petitioner that was at fault. This doesn't need to become a rag on GMs or CCP thread, just someone asking for details on something that was referenced by a Dev.

I am kind of disappointed that idiots like the petitioner do such things making CCP have to add such rules as now we can no longer trade and sale hisec capitals, I was looking forward to trying to buy a hisec carrier someday. My dreams have been dashed Cry but it isn't CCPs fault its the greifers and idiots that somehow tricked a green GM into refunding a capital ship into a hisec station that made CCP have to take this action.

It would be nice if they at least distinguished between legacy capital ships in hisec and capital ships that got reimbursed by accident to hisec, which are not allowed to remain in hisec anyways. Like requiring a petition be filed asking for permission to make the sale and then the purchaser can get an official message from a GM stating the rules for hisec capitals and the like. But who has time for that when we want the game to be more shiny =)

There's two parts to that incident that made it into what it was.

The first part what actually happened first was indeed like first reply said, one pilot petitioned and included a faked killmail of me killing him/someone/random with said dread in high-sec (note however how there was no rules for its usage at that time).

The GM that handled his petition for some reason did not verify the killmail and decided to move my ship to low-sec. Up until this part it was fine and mistakes happen (even though the GM should have verified it via their tools before doing anything).

After it getting moved obviously I would petition back asking for reasons and such - and I got lied straight into my face - as the GM claimed this was a new policy added by CCP in the past 24 hours and that all capitals had been moved, so not just mine.

For one, you'd think there would be a mention somewhere and for two if this was a new policy why hadn't my other capitals gotten moved from high-sec? So an outright lie in attempts to close the subject and for me to simply accept the fact of this new policy...

With this new policy in mind I posted a thread about it, which quickly gathered the attention of New Eden capsuleers, quickly reaching many many pages of outraged pilots - this is the scare that took place, and obviously caught the eyes of CCP which had to do damage control as there was no such policy, however the rules we see now are the result of said event.

As CCP needed to instate something regarding the capitals and their usage while in high-sec.

I don't remember the KM part. I remember CCP went back and randomly moved all caps to lowsec, which caused a lot of rage. Then they clarified the rules regarding caps in High shortly after.
