I just highlighted the 1200 people in jita local and clicked Form Fleet..

any rules against this?

i'm not sure what's worse... that you did that, or that i didn't realise i could highlight multiple players and create a fleet with all of them at once.

Also this: I have some hazy recollections about intentionally causing lag being mentioned in the rules somewhere, as in, don't do it. Whether this case was intentional or not is debatable of course.

Unless your action caused severe Tidi or even the Jita node to crash, no.
But I would advise you not to do it very often...Blink
