On the far side of the galaxy trying to make it back to Caldari space before the war reaches out and threatens to destroy Hisec. I was sitting in my quarters watching the pict feeds of the battle being shown by news stealth ships. I was abhored to see our beloved Titan was destroyed by a rush attack of Gallente Dreadnoughts.

However the worst was not revealed to you my friends. I've recieved hundreds upon hundreds of reports of Caldari pilots trying to make it to Luminaire through the jump gate system to assist our fleet. However dear friends, those Caldari defenders were blockaded.. by who might you ask? By Concord? Flight Control shut down the gates and prevented our heroic defenders from arriving in time. Was this a plot by Concord to break down Caldari rule over our home planet, or was this a nefarious Gallente plot that disabled the jump gates.

On one side, there must be a full scale investigation of Concord involvement. On the other side, Flight Control systems must be brought to task for not allowing full Jump Drives in Hi sec to prevent this kind of nefarious activity from occuring again. There must be some recompence!

This is abhorent, my fellow Caldari, we must not let this stand!

Actually, the Caldari State themselves shot a DED officer during the Caldari attempt to break the Yulai Convention.
I think what CONCORD then did was to limit the repercussions for the Caldari.

An act of mercy, you could say.

a large number of Gallente pilots were stuck outside the system aswell.

the cap of 1000 in system didn't seem to sway the two large fleets fighting their battles inside, nor the Goon and TEST fleets.

so, all in all, both sides had limitations. but the event went well.

Not indicative of corporate policy unless otherwise stated.
