what tutorial do i need to do to get that card allowing me to join caldari militia ? im gallente and my standing with caldari faction is on minus and doing missions doesnt increase rep

do all the caldari tutorials.

I don't know if they still give you the militia letter of recommendation, but doing the tutorials will get your caldari standing back up.

How low is it anyway ?

I don't recall offhand where exactly in caldari space, that the career agents are located.

But if you fly into caldari space and open up the "career agents" thingie under the help button, it'll point you to some of them.

To answer the question: you don't get a "card" anymore to join FW. You'll have to grind faction standing and the easiest way to start doing that is by running all the career arcs.

join a FW corp and you are in FW. I don't know if this card still exist, i am even not sure if it ever did anything.

how to fix eve: 1) remove ECM 2) rename dampeners to ECM 3) add new anti-drone ewar for caldari 4) give offgrid boosters ongrid combat value

You can't join an FW corp with negative standing.

of course you can. You can't join NPC corps but you don't want to be there anyway
