Drone assets have been created for Dust so it shouldnt be too difficult for a company like CCP to import it into tranquility itself, just as it shouldnt be dificult to create avatars for normal pirate officer spawns, or for that matter making them more dynamic as well as adding faction & officer spawns to incursions. It's think its a matter of effort, I think the exact reason is CCP just doesn't want to, like adding more ships to the game.
