Character Bazaar

I am looking for a decently skilled WH Loki pilot.

The character should have:
Minmatar Defensive Systems V
Minmatar Electronic Systems V
Armor Compensations IV
Good Supports

Anybody who has the right character will know what kind of thing i'm looking for, it will need to have good general supports, good armor tanking supports. Gunnery and shield skills are not as important.

My Budget is flexible but I am only looking to buy a alt for making ISK in W-Space, not a new main, so I have no interest in purchasing your 40m SP Minmatar PVP God, I will consider some other training but not too much, as I said this is an alt.

Cybernetics 5 would also be nice but not crucial.
Scanning skills are also benefcial.

It's a bit too high skillpoints for what i'm prepared to spend, I was looking for something more around the 15 Million skillpoint mark, 20 million at most.
