Is there any good place to get and import good skill plans for newbs?? other than the louie's guide that can be downloaded.

I'm not sure if there are any.

"Good" is a relative term, and this game does not have the on-rails levelling up process that other games have, where you can min-max your xp gains. Even as a newbie, if your focus is PVP, the skills you train will be different than if your focus is industry or trade, so we won't know what's good for you.

EVE-Mon focuses on training times, but as a newbie you also need to keep track of skill costs. I'd recommend "train all support skills to 3, weapon skills that your ship uses to 4, and the ships you want to 4," but that can be several hundred million ISK in skill book costs, even if it is a fast training time.
