Question about Destroyer V and Battlecruiser V

As I understand it, Destroyer and Battlecruiser skill will be divided into racial specific skills. I read somewhere that "if you can can fly it before, you can fly it after the patch".

My question is what if I cannot fly the ship but have these 2 skills trained to V? Will I get racial specific skills at V too, but lack the ability to fly the ship until I trained the other skills such as Frigate to IV and Cruiser to III?

I'm asking because I'm wondering if I should train these 2 skills to V before the patch and follow it up with the other skills first.

You need to have appropriate racial frigate/cruiser skills to get access to the racial BC/Dessy skills as well, unless I'm terribly mistaken.

I'll give you an example. If you have Amarr Frigate IV, and Amarr Cruiser III, and Gallente Frig IV, and Gallente Cruiser III, as well as Destroyers V and Battlecruisers V, the when the change hits you will get Amarr Dessy V, Gallente Dessy V, Amarr BC V, and Gallente BC V. Honestly just train the others to cruiser 3. It takes 2 days at most

Ed: Your racial Battlecruiser and racial Destroyer skill levels will be judged by your current Dessy and BC skills. Having Amarr cruiser V and BC III will not give you Amarr BC V. You do not need to take the cruiser skills above III to get the full bonus. So no, you cannot train the other 2 cruiser skills to III after the patch and suddenly receive their respective BC skills at V

In order to maximize all four destroyer skills when this change hits, you need:
Amarr Frigate III
Caldari Frigate III
Gallente Frigate III
Minmatar Frigate III
Destroyers V

In order to maximize all four battlecruiser skills, you need:
Amarr Frigate IV
Caldari Frigate IV
Gallente Frigate IV
Minmatar Frigate IV

Amarr Cruiser III
Caldari Cruiser III
Gallente Cruiser III
Minmatar Cruiser III

Battlecruisers V

Training the necessary Frigate and Cruiser skills can be done in 3-5 days each with implants.

If you have BC trained but no cruiser 3 racials, you will lose the BC skill entirely. Same for Destroyers and frigates 3.

Honestly, the real answer here is that if you're new enough that 'do I have cruisers 3 yet' is even a question then training BCs is not worth your time, it will be months before you could fit a BC well enough to do anything with it at all whether you try to rush it now or spec into it after the skill changes.

Basically, if you're still at the point that you're still posting questions in this section of the forum and you're asking about speccing BC, stop, think, and then don't do it.

I would say saving the time by training it now is still worth it, regardless of whether you can fit it right away. Assuming of course, the OP planned to train for multiple racials to begin with.

About a month, perhaps a bit less.

To clarify, if you don't have ANY of the racial skill levels mentioned above but you do have dessy and BC trained then they will refund the SP to you. And thus you don't gain anything aside from the SP you have already used...

THe change

"Racial" Frigate III + Destroyer "X" = "Racial" Destroyer "X"

and

"Racial" Cruiser III + Battlecruiser "X" = "Racial" Battlecruiser "X"

OR

You trained Destroyer / Battlecruiser skill without having any frigate / cruiser skill at III, they will then remove the Destroyer / battlecruiser skill and refund your SP as unallocated (which means you can apply it to what ever you want).

But seriously, next time do your own freaking research. This has been clearly stated in 2 different Dev-blogs, of which the last one was just about 2 weeks ago.

If you have destroyers, but no frigate 3 you'll get a SP refund. If you have frigate 3 then your destroyer skill with be converted into the racial version of every destroyer skill you have the corresponding racial frigate skill at 3 for.

Say for example you have caldari frigate 3, gallente frigate 3 and destroyers 5, but no amarr or minmatar frigate skills. You'd get caldari and gallente destroyer 5. If you have destroyer 5, but no racial frigate skill at 3 you'd get the SP for destroyers 5 refunded instead of getting a racial version. At least that's my understanding.
