Thumbed through the previously suggested ideas and came across something similar, but the idea was locked due to inactivity.http://community.eveonline.com/ingameboard.asp?a=topic&threadID=712697

So I was ship spinning not too long ago while messing with fits. Undocking, periodically to test some afterburner/MWD speeds and resistance differences on active modules. Maybe fire up the onboard scanner and hit an site or two for generic firing tests. Dock up again and spin a bit more. Then the idea came with all of the clustered information running through the back burners of my head.

Modify the ship spinning hangar with a test fire mode.
-The ship doesn't have to move or orbit, but for simple stat checks it loads up the HUD for afterburner activation/checks.
-Simple moving targets (or enemy corp logos) that spin around the perimeters of the hangar and you can lock/shoot/jam/web/etc.
-For a guestimate on tank, generic weapon platforms that you can set up either by category (mish L1, L2, L3, L4, L5) or by ship type with non impressive cardboard cut-out type looks.
-Possibly place the test fire button parallel to the enter ship hangar/CQ button for general ease of access. Then in the CQ balcony, get one of the dealybobbers on a console to be its activation button for the sake of another simple interaction in the environment.
Overall, it would just a test firing range but can still have its uses.

In the event walking in stations (WiS) expands and further integrates with DUST514, this could also be applied as an infantry firing range.

EFT can give you what your looking for already.

That being said, CCP are looking at creating a browser based fitting app. It's in the minutes, think it was the "Out of Client" section.
A "live fire" testing option could be tagged onto that.
