Cosmos Amarr - How do I talk to Mamin Choonka

I am at his diner and I cannot find anyway to talk to him. What am I missing?

Cosmos missions are a very intricate balance of standings and order of operation. I would suggest going to http://wiki.eveonline.com/en/wiki/COSMOS_constellation and then copy the table for amarr and paste it to an Excell spreadsheet (Irony not lost) it should allow you to see the order you need to do them in,
Be aware your standings need to be up to 4.0 for the first agent then after completeing his tasks you go back to a 1.0 agent.

Very confusing, there are also some rarther detailed walkthroughs available (google is your friend)

Things that keep me up at night;  Why do we use a voice communication device to send telegraphs? Moore's Law should state, Once you have paid off the last PC upgrade you will need another.

Well, Mamin Choonka isn't really associated with the Amarr Cosmos chain. He's actually an Event Agent that's chained to the Amarr Data Center 'Certificate' mission.

Basically you have to complete a mission for at least 1 of the 3 different Data Center Agents that offer the mission 'The Graduation Certificate' which, when completed, gives you a 'Signed Certificate' that needs to be delivered to another Agent who is listed on the 'Cert'. That Agent then gives you a multi-part mission series in which you'll meet Mamin Choonka.
