Adding contestation percentage to the Faction Warfare API

At the moment, FW Systems API gives out only true/false info on whether the system is contested. This is not actually very useful information for anyone.

I propose that the actual contestation percentages could be fetched via API. That way we could monitor our home systems more closely.
