AFK POS mechanics change?

The ideal being that if there are non running POS by people not using or just sitting on a moon in hi sec (not to include low, WH,or 0.0) then there should be some kind of mechanics to keep them from just laying on them.
Such as the non running POS being attacked by NPC pirates like they do in asteroid belts.
Now frigate rats don't do much damage and will be very hard for them to kill a POS or labs and such but it will over days of continued shooting wear away at armor HP at which point if it were to get into structure then have an escalation by NPC pirates such as cruisers and maybe battlecruisers and maybe a battleship.

Make larger pirate ships drop no loot and only salvage this way there's not larger pirate ships dropping anything of value so people don't complain about the unfairness to low or 0.0.
This can be new content for players offering protection services, even a corporation that can sit and wait if the POS is going to go boom to now be ready to move in on the sleepy person not maintaining their POS.
let me be clear, if the POS is running then it doesn't get attacked only offline POS this way they have to go be active to maintain there assets or risk losing them just like AFK miners in asteroid belts.

You do realize that most people leave offline pos's on moons is so they can sell the moon.

Why dont you 'Man Up' and join a corp then wardec the owner of the offline POS and go do something about it.

You can't even use the moon anyway, you are cowering in the noob corp!
