Downtime can no longer be exploited to increase chances of finding a rare NPC spawn.

Due to lack of info, I guess it pertains to Ratting Tactics, basically in the past the best time to find 'Rare' Faction / Officer NPC's was right after Down Time.

This from what I understand, though some more information from CCP would have been nice.
Previously after DT you could warp through all the belts in systems and eventually you would get a Faction/Officer spawn because of all the belts being reset at DT.

CCP changed something so this doesn't happen any more or at least that's what it seems to be, how it works no one knows and I doubt CCP will ever let us know.
