I'm really flexible here.

I need good Tengu Skills. As in 3's in the missile Skills. HML's Preferred.

Also: I need to fly an orca. Just FLY it. Nothing extra.

Here's the deal. I'm not likely to find my exact match here, but I AM willing to OVERpay since most characters like this will probably have some other skills.

Show me what you have.

If you're CLOSE (2-3 weeks training, put it up... please!)

He has never flown a Tengu or Orca and you would need some training but not much anymore and most skills are there.
