Low Sec exploration (Amarr)

Hey - i really do like to do some low sec exploration including DED Sites. Before i used a pilgrim just for radar sites but i want to do some DEDs too. Unfortunately it seems that amarr is quite bad for this but i have no choice for now. Which ship do you recommend for low sec plexing? Either all in one ( which i think with amarr is not really possible ) or one ship to scan, and one (which one?) to clear the ded sites.
Right now i can fly Absolution and almost the Legion but i am really not sure which ship, any amarr ship i could use. Legion seems to be poor in damage even with 6 guns. I would like to clear 5/10 or even 6 /10 so i dont like to stick to 4/10.
Any ideas?

Would appreciate your help ( maybe even with some fitting ideas)

Amarr has both Blood Raider low-sec regions and Sansha low-sec regions, which rats you're going to be up against is very important to anyone who is going to give you advice!

Can you fly T2 Minmatar?
If so, the base resists on a Loki (Armor or shield), is a great contender. The T2 resists give it an awesome tank vs Sansha/Blood Raider.
The awesome capacitor regen that T3s are known for with the proper subsystem, and the range that artillery have make it a great ship for both Sansha (Who are easily kited
