Killrights should be genereated from any aggress unless they had a killright on me or were in an enemy militia.
No one should have a kill right on me because I only target WTs, and the aggressors were neutrals.

It's great you posted the kill rights wiki without actually reading it.

Quote:
What are they and how they work

The Kill Rights system allows you to get revenge on another player who has performed a criminal act upon you. This means shooting or otherwise aggressing your ship or pod in high security space, or shooting or otherwise aggressing your pod in low security space. Kill rights are not generated in nul security space.

Note: Ships and pods do NOT need to be destroyed for the kill right to be generated.

A player possessing a kill right on another character can freely attack that player in secure space without CONCORD or local navy intervention, if he activates the kill right. If the kill right owner manages to destroy a ship or pod using the kill right, then the kill right will be removed.

With the increase in shiptoasting, the Report timer needs to be shortened.

No killright after ship lose in retributions, means less killrighrs in general because people avoid shoot pods espetialy in low sec, also people who kamikaze other in empire are immune form now to killrights

In general this suck, because less people with killrights move around New Eden, and bounty on everyone wont increase pvp.

EvE isn't game, its style of living.

How are they immune?

Also, why does it matter that lowsec ship attacks don't generate kill rights when you can just go and shoot him anyway — he's in lowsec, after all?

So how will bounty-hunting be less common with more avenues to attack the people with a bounty on them?

Because people aren't going to spend isk to let everybody shoot at their target?

For one, does that even happen? For another, we're presumably talking about going after people who don't have kill rights on them since the assumption is that fewer will, but with the changes in place, there are still more avenues available for the enterprising bounty hunter (who should have no problems picking a good moment to go after a KR-target, should it be one of those).

Yeah, okay. Do tell me in what situation a ganker is going to put themselves that allows you and nobody else to take pot shots at them.

Same situations as everyone else. They have no more control over where people go than anyone else, and if they're that sought-after, one would imagine that they'd pick the less travelled routes, no?
