Missing Kill Rights

I was killed the other night by two neutral Cynabals. They fired first, and aren't in a militia, yet I still don't have the killrights on them. Is there some other factor I'm missing?

This happend to a buddy of mine the other night. He was in an industrial with no way to aggress. They had no rights to him, he was not a suspect. He has filed a petition and is awaiting a response.

Something seems to a be a bit messed up though.

And it was in lowsec

A) You aggressed back. No Killrights.

B) You were in low sec but were not podded. No Killrights.

C) You had a killright on you yourself, it was activated, and you died. No Killrights.

If I'm correct, kill rights should become available the moment they fire on your ship.

Killrights should be genereated from any aggress unless they had a killright on me or were in an enemy militia.
No one should have a kill right on me because I only target WTs, and the aggressors were neutrals.

Being in lowsec does.

If all they did was shoot at your ship, they didn't trigger a C-flag (that only happens with pods in lowsec). No C-flag — no killright.

Not since the expansion was released.
If they had fired or activated a hostile module on your pod you would have kill rights.

That was before, this is now.
New CrimeWatch, new rules for killrights.

It used to be that any unresisted unlawful kill would trigger a killright.
With CrimeWatch 2.0, only actions that trigger a Criminal-flag give out kill rights to the victim of that action. In lowsec, only attacks on pods (and remote support to already C-flagged players) trigger C-flags.

Yup, you do not get kill rights for losing a ship in low sec anymore.

Once these pre-Retribution kill rights expire, kill rights are going to be exceedingly rare and bounty hunting will be non existent. Really dumb.

So how will bounty-hunting be less common with more avenues to attack the people with a bounty on them?

Bit difficult for someone with SP like mine to kill T2 fitted Cyns, but I'l aspire to that.

Exactly, I like that they're overhauling the bounty system, but it's a simple matter for someone to go into hisec where the Hand of God/CONORD will keep them safe.

I'm not saying pirates and the like will live in hisec because of this, but it's such an easy thing to circumvent.
