Not sure why they are in the database if they are never planned to be implemented?

Thought devs in special events carried that kind of stuff. people would always blow up their wrecks though.

Because it's a waste of time to clean out the database when it's all server-side anyway.

…and by now, they've probably figured that attribute implants weren't the best of ideas to begin with.

Meh. Attributes are interesting enough. Implants are more problematic in that they cause people to stay away from parts of the game because the meta-benefit they provide is just too juicy. It's kind of the same problem as with learning skills, but it hits a different audience (learning skills screwed over new players and newbie retention; implants tend to screw over mid- to old-timers more).

they are in game only a couple of ppl ever got there hands on them. as far as i can recall they where handed out on an event. in the early days..

There's some +6 and +7 implants still floating around. Pretty rare though...
