A bounty has been placed on me. Can anyone shoot at me legally anywhere?

Nope. If you are not a legal target then they cannot shoot at you legally.

Once you steal from a can, though, you gain a suspect flag and can be shot by anyone anywhere for 15 minutes.

Legally, I don't think so, no. A bounty doesn't change whether you can be shot, it just means that if you lose a ship/pod to someone, they get a payment for doing so. Depending on the bounty, and what you're flying, it might even be worth it.

This.

Having a bounty itself doesn't make you a legit target in high-sec.

Having a huge bounty + very expensive ship will make you more a target for a suicide gank cause they get paid from the Bounty pool + loot.
