Trying to set up a second account on same pc to play on two screens

Well title says it all really, I'm struggling with this I cant seem to get this started I have windows 7

I tried what it said here: http://wiki.eveonline.com/en/wiki/Multiple_clients I seemed to get stuck on finding the eve 2 folder.
I am not very IT minded and the instructions were fine to this point.

Do I do this prior to actually creating the account?

Help me I'm so confused

Open Eve as you normally would.
Login and Enter the game.
After you are logged in press Alt+Tab to bring the Desktop forward.
Double click the same Eve Icon you used before.
Login to your Second account if you have one and enter the game through that account as well.
Repeat Steps 3-5 for more Accounts.
To switch between accounts press Alt+Tab.

Seems pretty straightforward to me.
EDIT: That bolded part is out of date. Just click "PLAY" on the launcher once for each client you want to log in.

To get them on different screens, go to in-game settings and set them to windowed mode and just drag one across, I guess.

But will that allow my mouse to move between the two screens without alt tabbing?

That is the method 2

It seemed the other way would offer me what i wanted?

How do i set-up the second account?

Set your EVE to either fixed window, or windowed mode. Then do the above. even removes the need to alt tab out of the game sice simply clicking on the other screen will bring up the task bar in fixed mode and it's always there in windowed.

I use two accounts & have 2 screens. I don't need to do two installs or anything. I just start the launcher, then clock "start" twice to open up 2 clients. You'll probably want to go into the ESC menu and choose "windowed mode" if you do this. Not doing thing is what's causing you problems.

This is the way I do it. Allows both accounts to have separate settings

I used 2 accounts, one client installation, 2 screens. You start the first game, hit ESC, pick the resolution and which screen it should go to. Then you start the second game, hit ESC, pick the resolution and the second screen it should go to. Either Fixed Window mode or Full Screen mode will let your mouse move between the two freely, I think.

You don't need to install twice.
