Mindless Ganking in high sec - Easy fix

Concord should agress thieves + partake in return delivery work. As they are on-grid once a gank has taken place they could simply arrange for the dropped items to be returned to the poor bear who's dead. Anyone attempting to loot - scram + kill all that jazz - scoop what drops and return to the original bear (now twice as sad but less sad then losing everything).

tldr - High sec gankers are sick and twisted individuals. Why not try and promote being nice? Force the heathens to low sec/null Twisted where ****'s fair game

Also excited by the new changes ... if I am not mistaken those that gank will be targets to all? As will thieves?

Finally a reason to work up security status Pirate

EDIT: This would also add to the pvp within low/null as no longer could ******s sit around jetting can's trying to get noobs to take it (the noob would be concorded for theft which would result in 0.0 chance of pvp).

+ Bears could mine in relative peace (however there would still be those who like to gank regardless of profit involved (sometimes it's nice to just slaughter a bear))

I don't have a problem with thieves ... I am one

I refer to the increase in the amount of freighters being taken down travelling through high sec. All joking aside, we all know how this makes bears feel.... being human - it worries me how many people seem to get enjoyment from this

To me Hisec seems more lawless than 0.0, I wouldn't know though, since iv'e lived in 0.0 since I started this game.
But looking at killboards/forums I would say concord is loosing the isk war.

I agree that ganks should be there, but I would to argue that they should be targeted ganks to harm corporations and players "secure" operations, not profitable endeavours for everyone to do when bored.

Ganks in highsec is way to cheap, with a way to high profitmargin.
So another "solution" to the "problem" can be that concord fines players they take breaking the law on a percentage of the damage they caused. Just to balance out the 10mill ship killing 300mill ship for lols.
Concord is a policeforce yes?

But this will also cause a problem with new players with little isk having fun and testing and abused by negative wallet pirates unless somebody has a good idea on a workaround for that?

Just thinking out loud and sharing some thoughts
