Something I'm getting rather annoyed at is moving windows around on each character. Is it possible to save the entire clients settings and import them again so all my window positions are the same?

If brute force isn't working, you're just not using enough.

Please Note: Any advice given comes with the caveat that nothing will be suitable for every situation.

Yes.

You can clone the character settings files.

They have names like core_char_*.dat where * is the character ID.
