It is a limited edition ship that was given out at the last Fanfest (if I remember correctly). The Quafe bay is a sort of "joke" as this is a limited edition Quafe ship.

How the heck did you get one?

There are several limited edition ships such as this, that one in particular was also available as a bonus for buying the hd stream of last years fanfest if I'm not mistaken.

Some of these ships are made available to all players like the zephyr.
Some are at least easy to obtain like the quafe iterion.

But the real gems are the ones given as prizes for events like the yearly alliance tournament, here are typically only 40 of each blue print copy handed to players, and once all 40 ships are produced there will never be another way to create one making them extremely rare only adding to the value that their better than average stats already give them. The last few years this has consisted of 40 assault frigate for second place, and 40 heavy assault cruisers for first.

Due to the limited run nature of the "prize" ships and the harsh pvp environment in eve several of these ships have only a few left such as the state raven (think there's only 1), and some are nothing more then a shiny alternate paintjob and set of stats left in the database ( see gold magnate)

The Fanfest special ship was: Iteron Mark IV Quafe Ultra Edition (goes for about 450mil on contracts)

Besides that there are 2 more versions, both of which belong to certain offers to buy the game (Amazon, etc.):

Iteron Mark IV Quafe Ultramarine Edition (goes for about 3bil on contracts)
Iteron Mark IV Amastris Edition (goes for about 300mil on contracts)

Like almost all special ships / AT prices, they are often not used to really fly stuff, mainly cause they are that expensive that if someone spots you in it, everybody and their mom and dogs will hunt you down as no matter what, a suicide gank always ends in tears and profit on the gankers killboard.

Don't use it to haul. People will make you go pop, regardless of what you're carrying.

Oh, I figured as much, once I read this thread. I'm just lucky I decided not to use it yet. Told my friend, who also bought the special sale at the time, to keep his docked too. I just hadn't realized it was a collectible before I saw this thread. It's going to stay tucked away for now, unless the price goes nuts.
