What are faction warfare changes in Retribution?

Is there any detail link in up coming FW changes in new expansion. I couldn't find much info on it, only some basic info. I most interested what kind change it would bring in industry and what kind sov bonuses you gain.

there are stickies in F&I talking about proposed changes

With the increase in shiptoasting, the Report timer needs to be shortened.

The best faction warfare thing to happen would be pirate factions turnign up and sansha realising that his ridiculous incursions need to stop.

Trust me, I almost know what I'm doing.

I blame eve vegas and that austin thing ... i'm guessing they're not getting much work done while being in another country ... i'd guess also that's why duality isn't supposed to be up until the 19th.
