cloaking delay after jump sometimes 12 seconds!?!

I've actually had this problem as well - he's talking about when you jump through, try to cloak , and it says that your cloak is still 'recovering from it's last usage' and you need to wait x seconds before using it again. If you hold gatecloak for a bit its never a problem but it's still annoying when you are trying to travel quickly.

yeah yeah, this is not the point here and its obvious.. whatever, the jump part (whatever method you used for decloak) isnt relevant for said issue. Its the recloaking part.

I thought you were referring to my post earlier. As I said, it could be a bug related to the change. Making a bug report and attaching a logserver file of it happening will be the fastest way to get it fixed, I think

And no you still cant jump cloaked, your ship will approach the gate till it gets decloaked and THEN jumps

So to explain your "problem" it is like this :

You land on a gate and decloak to jump(this starts the recloak delay timer of x seconds) -> jump -> try to imidiatly warp and cloak again while the recloak delay timer is still ticking. This results in you getting that message.
To avoid this the best way is to wait untill the session change timer is gone (session change has no effect but the timer is a good indicator)

I believe that his case is the one where you reset your recloaking timer after entering the system while trying to cloak... As long my assumption about his recloak time being 12-15 secs is correct.

Obviously if his recloack timer is below 12 secs I apologize about false information, wrong assumption and go back to my corner to feel shamed.

Actually, according to eve-kill (the most used killboard), you have exactly 0 kills and 0 losses.
